Online Conservatorship Reporting System for Minnesota is First in the Nation

Minnesota conservators who make financial decisions for protected adults unable to make decisions now have an online reporting system. Conservators may  file his or her required annual or final detailed accounting and financial report to the Court online.  The old handwritten many paged report will no longer be necessary. The online reporting system is convenient and reduces paperwork for both the conservator and the Courts.  CAMPERS ( Conservator Account Monitoring Preparation and Electronic Reporting System) is mandatory beginning January 1, 2011.  There are about 4500 appointed conservators in Minnesota with that number expected to increase as Minnesota’s population ages.  CAMPERS will allow Courts, as the oversight agent of each conservatorship, to:  (1)  identify overdue reports;  (2) readily access expense and receipt details; (3)  improve ability to audit accounts; and,  (4) deter errors and possible exploitation of the protected adult.  The Court will conduct standard periodic audits with an emphasis on deterring inappropriate or fraudulent conduct by conservators. Conservators may be required to submit hard copies substantiating his/her report, including, but not limited to, cancelled checks, statements, receipts, vouchers, verification of funds deposits,  tax returns, or any other documentation  required by the Court.  CAMPERS may be found at www.mncourts.gov/conservators.  The site has an online  manual and an online tutorial.
